
On July 12, 2026 USPS will implement a new rule that requires the inclusion of accurate dimensions in a manifest for all sized parcels. This is an expansion of the existing rule that requires dimensioning and manifesting of parcels over 1 cubic foot (or 22 inches in length). The rule applies to commercial USPS Ground Advantage, Priority Mail Express, Priority Mail, and Parcel Select. Exempt from the rule are Flat Rate products and USPS Returns.
The rule will be implemented in two phases. Starting on July 12, USPS will monitor compliance, however no new widespread penalties will be assessed at this stage. In phase two, which is expected in early 2027, the USPS will verify parcel dimensions, compare the submitted data against their measurements and assess fees to organizations that are non-compliant. The entire process is likely to be automated.
The key goal of these new rules is to better ensure that pricing reflects the actual space consumed during transport. Shipping costs are increasingly based on cubic volume, dimensional weight and space consumed on trucks and at facilities. A lightweight, but large package occupies more transportation capacity than a small heavier package. UPS and FedEx have been using dimensional pricing for years.
Although every organization is different, many operations enter box dimensions manually or use standard box dimensions saved in shipping software. Many rely on warehouse staff to select the correct carton size or pull dimensions from a box master database. Some focus primarily on package weight. Many organizations do not capture dimensions at all, since they have not been required by USPS for smaller parcels.
The challenge with complying to this new rule comes down to accuracy. If an organization is processing 10,000 parcels per day with multiple fulfilment stations and multiple shifts, there is a good chance that employees will select the wrong box once in a while. When this happens, the manifest dimensions become incorrect and the organization may eventually be subject to financial penalty.
Manifesting is the other challenge. When manifesting, typical manual setups often rely on workers to enter the dimension data by hand. If picking pre-measured boxes, the data is often entered automatically. Either way, this opens up the potential for error, non-compliance, and eventually fines when the new regulation kicks in. Human error is difficult to avoid when manually entering numbers. And even when boxes are picked by size, there is potential that the wrong size will be picked now and again.
